Customs and trade is a highly specialized area involving arcane rules and administrative practices. Issues can arise when importers and Canada Border Services Agency disagree on how goods should be accounted for in terms of tariff classification, duty rate (including eligibility under  arrangements like NAFTA), and valuation.
